PROGRAMS AND FUNCTIONS

DOMESTIC VIOLENCE: Coordinate activities relating to domestic violence including compliance with state statutes, implementation of projects directed by the Chief Judge and participation in the Domestic Violence Task Force.

FAMILY DIVISION PROGRAMS: Supervise and manage all family division programs, including Mediation, Teen Court, Pro Se Program and the Delinquency Diversion Panel. These programs are detailed elsewhere in the Annual Report.

BUDGET ADMINISTRATION: Plan, develop, prepare, review, present and monitor state and county budgets for Court Administration, and program staff.

FISCAL ADMINISTRATION: Control, purchase, accounting and audit of Court Administration and program staff revenues and expenditures.

FACILITIES MANAGEMENT: Plan, assign and coordinate court facilities in St. Lucie County and liaison with court facility managers in the rest of the Circuit on an as-needed basis.

PERSONNEL ADMINISTRATION: Supervise Court Administration and program staff personnel including selection, dismissal, job benefits, performance evaluations plus maintenance of personnel records for all state-funded positions in the Circuit.

PUBLIC INFORMATION: Disseminate information regarding the activities of the Court as directed by the Chief Judge.

JURY MANAGEMENT: Coordinate jury management throughout the Circuit to operate a cost-effective and efficient jury system. Tasks include assisting with supervision of daily operation of jury system within the Circuit, preparing monthly jury reports including statistics for each county, liaison between Office of the State Courts Administrator's Jury Management Project and the Circuit.

TRANSCRIPTION SERVICES: Coordinate transcription of court records and depositions including selection, supervision and training of transcribers. Other tasks include collection of all records to be transcribed, assignment and disbursement of work, review and supervision of work, and monitoring deadlines. Assist counties in monitoring expenses incurred in transcription costs.

JAIL POPULATION MANAGEMENT: Perform all tasks related to carrying out the responsibility assigned to the Chief Judge by Rule 2.050(b)(8) to regularly examine status of pretrial inmates in county jails throughout the Circuit.

MEDIATION/ARBITRATION PROGRAM: Maintain current list of all Supreme Court-certified mediators and disseminate the list upon request.

AMERICANS WITH DISABILITIES ACT: Monitor compliance with the Americans with Disabilities Act (ADA). Court Administration monitors and chairs the grievance Committee for ADA violations within the court system and participates in each county ADA committee as well as organizations representing the disabled.

STAFF ATTORNEYS: Provide legal research to Circuit Judges.

ANNUAL REPORT: Prepare, publish, and disseminate Annual Report. Preparation includes total review of all court activities and contact with all court-associated agencies for statistical information to be provided to the judiciary.

EDUCATION AND TRAINING: Disseminate information to Judges, Judicial Assistants and other appropriate personnel regarding upcoming training and conferences.

JUDICIAL MANPOWER: Assist Chief Judge with review of statistical data to ensure efficient use of judicial manpower.

COURT SECURITY: Function as liaison with law enforcement to ensure the public and judicial officials are adequately protected while using court facilities.

STATE INVENTORY: Provide Office of the State Courts Administrator (OSCA) with a detailed report on location and condition of all state equipment and monetary liability.

LIAISON WITH LOCAL BAR PRESIDENTS: Provide copies of Administrative Orders and other relevant documents to Bar Presidents for distribution to their membership.

FAX NET: Participate in Court Administration Fax Network. Receive and send requests statewide to obtain information at the direction of the Chief Judge.

PROCESS SERVERS: Certify and monitor records for all Process Servers certified with the Circuit. Monitor and handle complaints through the Chief Judge’s office.

Interpreter Services: The Court Administrator's Office has assumed supervision of all Spanish and Haitian / Creole interpreters used in Saint Lucie County.
